This school was started in 1930 as a Girls' Primary School of Udupi Nagar Sabha. In the following years, admission was extended to boys as well. The High School started functioning in 1963 and has completed its Golden Jubilee and entered its 63rd year. Both these schools were handed over to the Department of Public Education, Government of Karnataka in 1971. At present, they are managed under the supervision of Panchayat Raj institutions, Udupi Zilla Panchayat and Taluk Panchayat. In the year 2007-08, as per the innovative scheme of the Government, both the Government Model Higher Primary School and Government High Schools located in the same premises were administratively considered as one school and named as Government Composite High School. It is popularly known as “South School” among the public.
